You need to get Canada visiting visa to enter Canada. (Do
not need to get US visa to come back.)
Some docs needed for F-1:

application forms (you can get it from international student
office of your school, 2 copies for China citizen)
passport
2 photos
I-20
letter from International student office
transcripts(?)

Those are the important ones. You should check the required
document list on the cover page of application form. "F-1
students are encouraged to apply by mail." (this statement
is in canadian consulate documents)
It took my LP only 7 days to get it back from Buffalo
consulate by mail. You should provide a self-addressed
envolope in the application if apply by mail. (only US mail
can be used, either regular or express mail, they do not
accept UPS/Fedex etc.)
For F-1, I believe you can definitely make it in 2 weeks by
mail. Of course you can get it in a couple of hours if you
go to the consulate
